So, as y'all already know, I've up and moved 600 miles from everyone I know. I'm making a clean start of it in Leavenworth, and I need to know...

How does one go about meeting women and expressing interest, without coming off like a creepy asshole? My internal dialogue tends to be, even at bars and the like, "She's lovely, and I'd love to chat her up. However, what if I come off as a creeper, or what if she just wants to be left alone to enjoy her drink? Better do nothing, just in case."

Or, even better, "Even if she was looking to be chatted up, I'm sure she wouldn't want a schlub like me doing it..."

Just sit next to a girl at the bar, throw your keys on the bar so that your Fiat badge shows on the key fob and see what happens. Works wonders for me having a Mazda, most girls don't know what it is.

Find them doing things they enjoy. As completely nerdy as it is I met my girlfriend playing board games in a college town. There's a lot fewer barriers up when they're not in bar territory.

I was just about to post essentially the same as Conan - I tend to be automatically a lot more defensive/suspicious toward guys in bars, and I'd much rather meet them someplace where I can get to know them as normal people. Gaming, car meetups, whatever. This is not to say that there's anything wrong with bars, I just don't look at them as a useful entry point to a relationship.

To be honest, I just assumed bars were where one goes... Every time I've ever met someone and dated them, it's been through a friend of a friend, so... I really don't know what I'm doing?

Have a look at meetup.com - it's a good place to meet people who are doing stuff you're interested in, and the bonus is that some of them will potentially be dateable. :)
